Graduate of the Mining – Metallurgy Scholl of the National Technical University of Athens, Mr. Loukas holds an MBA from the University of Sheffield in UK. He has been the Managing Director of the Concession Company GEFYRA SA since December ’22; VINCI Concessions SAS holds a 72,3 % stake being the major shareholder. In his capacity also as Project Director of VINCI Highways for the development of Concessions and PPP road projects, he was involved in international tenders in Greece, EMEA and North America. He made numerous presentations in international conferences, symposia, etc. regarding infrastructure & concession projects.

He has been working in VINCI Concessions since 2010. In 2015 he was appointed as General Manager of GEFYRA SA.

Member of the BoD of HELLASTRON. He participates in various Committees of VINCI Group for the Innovation, Environment, Asset Management, etc.

Mr. Loukas started his career in 1995 as site engineer for the reputable Greek Construction Company “EDRASIS C. Psallidas”. In 2002 he was appointed as Head of the Underground Works division and in 2004 he assumed the role of the General Director of the newly established Romanian branch of the company; under Loukas management until his withdrawal in 2009, the company was ranked amongst the leading construction companies in the Romanian market in terms of revenue and reputation.

Mr. Loukas is fluent in English, French and Romanian.
