Konstantinos Makedos

T.M.E.D.E President

Mr. Konstantinos Makedos has been the President of the Fund of Engineers and Public Works Contractors (TMEDE) since its establishment on January 1, 2017, and the Vice – Chairperson A of Attica Bank SA. During the first nine months of his mandate, TMEDE became Greece’s first integrated digital services provider, issuing more than 40,000 letters of guarantee annually, with performance guarantee funds exceeding € 200 million each year. This achievement helped maintain steady upward profitability through its decisive lending and guarantee role in the country’s technical sector.

In 2018, TMEDE became a full member of the European Association of Guarantee Institutions (AECM). In 2019, following a positive recommendation from the Bank of Greece, the Fund was evaluated and approved by the European Central Bank (ECB) as a qualified shareholder of special participation in financial institutions in Greece and Europe, such as Attica Bank.

Additionally, TMEDE, in cooperation with the Hellenic Development Bank, launched in 2022 the HDB-TMEDE Guarantee Fund, which has allocated more than €45 million to over 350 SMEs. This initiative by Mr. Makedos was recognized and received an honorable acknowledgment from AECM as a best practice of private-public partnership. Additionally, the Fund has been expanding its activities in real estate management through its subsidiary, Attica Bank Properties.

In 2023, TMEDE launched its subsidiary, TMEDE Microfinance Solutions, the first institutional microlending company licensed by the Bank of Greece. Through its award-winning (Gold Award 2024 – SME Lending Digital Initiative) innovative digital lending platform, it optimizes services for the Fund’s members, offering a modern financing experience. Furthermore, Mr. Makedos played a key role in having TMEDE Microfinance Solutions approved as a Financial Intermediary by the European Investment Fund, enabling it to successfully join the EIF’s InvestEU program. By December 31, 2024, TMEDE Microfinance Solutions has provided loans totaling €7.2 million to more than 350 professionals, young scientists, Startups, and SMEs, all members of TMEDE.

From July 2019 to November 2020, following a positive evaluation by the Bank of Greece (fit & proper), Mr. Makedos served as Vice-Chairperson of Attica Bank, later ascending to the role of Chairperson until July 2023. Under his leadership, the bank became the first in Europe to successfully manage the conversion of the cleared Deferred Tax Claim (DTC). He also spearheaded initiatives with HFSF that paved the way for the bank’s further consolidation and complete privatization, and played a pivotal role in facilitating the entry of a strategic private investor into the bank.

Until September 2024, Mr. Makedos became Vice- Chairperson of the Pancreta Bank. There, he has been instrumental in the merger process with Attica Bank, aiming to create the country’s fifth banking pole.

Konstantinos Makedos is a civil engineer who holds a Master of Business Administration (MBA) and a Master’s degree in applied economics and regional development, specializing in real estate market economics. His commitment to the field is evidenced by his election to the Panhellenic Delegation of the Technical Chamber of Greece. He also served as President of TSMEDE in 2016 and Vice President of ETAA. For several years, he was a member of the Steering Committee of the Technical Chamber of Greece, responsible for the Chamber’s economic and insurance-actuarial issues. Konstantinos Makedos has also been involved as a designer and technical consultant in major infrastructure projects.
